Getpileupsummaries (#689)
* first commit, added template files for new module

* created getpileupsummaries script, tests and both yml files

* fixed typo in meta.yml

* Update modules/gatk4/getpileupsummaries/meta.yml

changed gz_tbi to gz.tbi as suggested
